Health care is the key element of human development, especially in the case
of women and children. Statistics reveal that Ladakh has a high rate of
pere-natal deaths and infant mortality. Studies also show that the death
rate of pregnant women is very high. These mortality rates in Ladakh are
higher than the national average. Lt Gen (Retd) Arjun Ray introduced a complete health care scheme at three levels for the entire region, free of cost. Level 1 Primary health care provided by a unit medical officer. Health campaigns and medicare to reduce the rate of infant mortality and death of pregnant mothers. For a female population of 1,10,000, 26 female medical officers and dentists were made available at an impressive ratio of 1 per 5000 women. Level 2 Six Medical Aid Centres and a hospital were established to enhance primary and secondary health care. By the 10th of May 2002, a total of 1,25,000 civilian patients were treated in all Sadbhavna hospitals. Level 3 Tertiary treatment was started at various hospitals around the country. Some of them are -Research and Referral Hospital, Delhi, Army's Command Hospital at Chandimandir and the Indira Gandhi Post Graduate Institute of Medical Sciences, Chandigarh. About 110 patients have been treated at these hospitals, free of cost along with comprehensive follow-up care.
